OPEN POSTS WEEK TWELVE

The casino issue managed to make the front page of The Enterprise today (Sunday) as the path is becoming a four lane highway to slots and their accompanying gin mills. Details in the works and my assumption is the Great and Honorable General Court - what BS - will get this done and soon. The coffers are dry and you can raise fees and picayune taxes just so far. Hackerama is in survival mode.

In an accompanying article Alice Ewell did a profile on the troubles and tribulations of Adam Bond and the casino issue. Who is Adam Bond?

I see terms like “grim,” devastating” and “traumatic” being tossed around by states and cities regarding the lack of cash flow. In Boston the teachers union has expressed reluctance to accepting a pay freeze and Mayor Mumbles is now in a position where what has to be done is the exact same thing any other business does - cut labor costs. Some have made the move and others have not as they await a financial miracle. Government continues to add jobs while the dreaded private sector sheds them.

On the Federal level the latest stimulus bill - bailout II - is in the ongoing negotiating phase. The Senate - in what amounts to a political miracle - managed to cut the bill by over 100 billion. Back to the House where the fluff will be packaged on - again.

Hal decided to post on the GK or is it Mary blog. If it gets cold enough this week Hal will also stick his tongue against a flagpole.

Pitchers and catchers report in four days. This in conjunction with the sudden exposure of “Slappy” (AKA - A-Rod) as being a possible user of ‘roids. Don’t know if the government dropped the dime to make the pending Bonds trial a bit breezier or someone just leaked this since this is truly a disliked person.

The PTWS got some play on this site as it has been one of the rallying points in the past on the Nemasket site and JP has an occasional blog on it. Both have led the charge on this issue. This is an easy target but what has me wondering is why isn’t something done about it? The IT Director has to be aware of the all most universal pot shots that site is taking and one way to reduce the heat is to make some changes.

So the assumption that only one member of the BOS was truly cozy with the tribe and with secret meetings and acting unilaterally is true and that person quit.

If he had a secret relationship with the tribe that was for the benefit of the town and not hisself he should have disclosed it.

The only time you wouldnt disclose it is when it is not in the best interest of the town and saying you don't trust the other members of the board is not an acceptable excuse.

At least I have not read any posts regarding threats to sue or libel or anything else.

The Tribe and investors have only one interest and that is themselves. What a surprise.

The investors/developers/tribe certainly got, IMO, a sweet deal and I know who the point man was for that. The various members of the BOS for the last 18 months or so appeared to be impressed by being close to some perceived seat of influence and power.

I have read various comments that have ethics violations mentioned and it will be interesting to see exactly how that plays out. All I remember is the smiling faces at the TMFH as they all circle around “The Raven.” How has that worked out? Maybe it is time for a more adversarial relationship?

We were told by our negotiators what a great deal this was. The best deal any town ever got from a tribe, or so we were told. Thousands of voters believed that we had a top notch negotiating team. Second to none!

Now, with gambling revenues down and casinos laying off employees what has changed?

Mr. Bond doesn't want the town to look like we "need" the casino. But everyone knows all towns are desperate for revenue.

Has anybody considered that the investors are wondering if the town actually has too good a deal.

In my opinion the time for an adversarial approach is in a business negotiation. Both sides expect and accept this.

But they also expect a level playing field, which in this particular case meant allowing them to have their leadership elections.

What good would it have done to insist on these meetings (revisiting, reviewing or moving to renegotiate the IGA) with people who were temporary representatives of the tribe?

I still have yet to see a formula for determining a fair and reasonable payment to the town. It seems to me that this $20 million figure was pulled out of some magician's hat and is nothing more than the white rabbit of wishful thinking for some, and the desire to be the town's fiscal hero for others.

Fair agreement is 2% of gross and 1% of slots. If the town was a agent we'd get 5-10%. This was the best deal in terms of TRIBAL casinos and I'd use Twin Rivers as a fairer template. Their percentage of the slots is 1.23% and they get real estate taxes. I believe Limo posted the figures from last year and it was 9.3 Mil for Lincoln. I had a figure from the previous year via the town of Lincoln that was around 8.5 Million.

This is all about the money and always has been. We sold cheap. They can whine on about capital improvements and infrastructre and rate payers getting a break but I'm just "Show Me The Money!" The other stuff would come naturally and is, IMO, a deflection off the core issue and that is compensation. I don't give a damn about tribal history or stewards of the land as that is just a crock and a smokesceen at this point and always has been. SHOW ME THE MONEY!

Damn right I'd go adversarial since this whole thing just stinks and has since the moment it was proposed.

The state will go casino and that is a given at this point. Slots in the tracks and soon. Hackerama needs the money. Tribe wants a casino they better get moving as licenses will be falling like raindrops. First to build is first to win and they have nothing.

Truth – Stephen Graham was in contact Adam and other residents from Middleboro to arrange a gathering at his house.

Stephen has a party every year for the Dorchester Day Parade that goes well into the night and Adam WAS There! I believe Adam forgot to disclose this to the press and the citizens of Middleboro.

I wonder if Mr F and Mr C figured it all out by now. That they might be unknowing accomplices to a crime.

If you look at the comment sections of CFO's blogs. where did there support go. Last week there was 25- 40 or more comments to every blog pumping those two up to go after a sitting selectman. Not today.

Wonder why?

What I find absolutely confusing is how Howard took Stephen Grahams Hospitality for granted.

I put my trust in Howard now suspect leadership on this casino deal. His opinions did matter at one time. Glady's seems to be like you. You both know how to call things in advance.

Howard was at every event Stephen Graham attended as well.

Why isn't he called out on his blatant ethics violations as you all have been saying about others say it with me IA "SUSPECT AGAIN" howard has an agenda alright its called the Howard agenda.

The "damn right" isn't necessary with me since I already wrote that "in my opinion the time for an adversarial approach is in a business negotiation. Both sides expect and accept this. " No need to go all Dirty "I've kinda lost track myself. But, being this is a .44 Magnum, the most powerful handgun in the world and would blow your head clean off, you've got to ask yourself one question: "Do I feel lucky?" Well, do ya, punk?" Harry. Chapter one in assertiveness training: assertive isn't the same as aggressive.

I always thought a percentage along the lines of what you lay out would be better for the town and tribe because it shares the risk and spreads the benefit.

The town accepted a sure thing, a set amount with a cost of living adjustment with the only outcome based revenue based on the success of the hotel.

The tribe hoped for the enterprise to be a roaring success, and didn't want Middleboro to end up getting a percentage that could turn into more money than they wanted to give us.

Lincoln, with a population of about 22,500 and covering 18.9 sq miles is probably a good model for a casino deal.

If I'd been in the investor's place I would have been more open to coming up with a percentage that would have shared the risk.

While it may be fun to speculate, I really don't give a clark's behind. I just figure what is done. If someone has done something questionable that cannot be undone then it will come to fruition sooner or later. I am just tired of all false innuendos (the soap opera stuff is intriguing tho)

Adam blew a fuse and resigned with drama. Everyone has their bad moments. Big deal (except for the other BOS.) The sun is still rising in the east and setting in the west. He just joins a very long list of people that are now former selectmen.

Since Adam resigned over a dispute with the rest of the board, if he feels strongly about it and what he believes is best for the town I think he should endorse the write-in campaign for himself, or another candidate running to fill his seat who shares his views. He should also likewise endorse one of the candidates for Steve Spataro's seat.

Everyone will have a chance to present their platform. Let the voters decide.

I always used Lincoln as a point on that deal. I taught in Attleboro and several teachers and administrators were from that area so you would get a feel for issues other than the dough.

I had received figures a year or so that I posted on another board and they were around 8.5 Million and that has increased according to some information Limo got late last year from town officials - just as I had.

This is based on property taxes and their share of state casino slot take as host community - 1.23%. That gin mill is significantly smaller than our proposed gin mill so I always felt that the gross would be about 1 to 1.5 billion based on other casinos with similar floor size. The slots would give you true growth. Toss in a room tax on ALL rooms and a CPI and you have, IMO, a fair partnership. We have discusssed this before, Hal, and have a very similar view. IMO this entire deal became too much about the Tribe and not enough about Middleboro.

When this deal was offered up I was highly critical of it and took a ton of crap over it. Usually went something like our negotiators "Are trusted," "Are experienced," "Have appropriate background" and on and on with the usual caveat being you think you can do better?

Well...to answer that. Damn right I could and it is simple. I don't give a s**t who I offend or what anyone says. I would have been a total pr**k in the whole thing. Sol would have ended up having me stuffed in a car trunk unless various town folk did it first. Think I would care if anti’s or pro’s got on my case? Bring it on, fools! I will not play gentleman's games since that is not how you play with a group of bandits - and that is EXACTLY what the town faced. It became quickly clear to me that the Tribe (meaning their backers) was getting adversarial in this whole matter especially with “The Raven” and his attitude as so prominently displayed at Nichols School. Got our team on the defensive and that’s when it was over. Even an idiot negotiator would have seen this. They should have found a Scott Boras type.

All this is history. Maybe the IGA can be reviewed and maybe not. I’m all for exploring that and seeing if the deal can be significantly improved. If some consider that taking advantage of the Tribe I could care less as IMO they took advantage of our naivety. You want a partnership than don’t give us sloppy seconds.

If the tribe slash investors agree to reopen the negotiations or if we can successfully invoke the dispute resolution section of the IGA, certainly we should try to remedy any shortcomings in the original IGA.

As you know I have a special interest in increasing the problem gambling money six-fold.

Nobody should se so naive to think we are dealing just with the tribe. They might be willing to be the partners we want them to be.

We are dealing with those whose money up-front money is on the line.

I think we need to keep in mind that the Massachusetts casino landscape has changed since 2007 and we might very well be looking at a Twin Rivers sized casino.

As I said there were two very different ways to go on this. One is the guaranteed payout and the other the percentage based sharing the risk of failure and hopefully enjoying the benefit of success.

Just because it hasn't happened yet to my knowledge, it's possible that one of these days a casino will open to a saturated market and go bankrupt. In fact if the state doesn't buy them this may happen to Twin Revers.

Lots of people are asking questions. From what I see only MB is publicly defending AB from the CFO side. Guess we just have to wait and see how ALL the cards play out.

As to the fate of the casino, the investors can't be too thrilled that the tribe fired their spotman.

If Donald and Ivanka Trump pulling out of AC is any indication of the direction casinos are going in, I wouldn't hold my breath for this one in Middleboro. And as the economy continues to bomb, I expect lots of businesses to tank.

I suspect casinos will be springing up like dandelions and soon. I know hackerama is pinning its collective hopes on WOW and bailout II for their protectionism but sooner or later the event horizon will be reached - bailout or no bailout.

You'll see a casino in Palmer, East Boston and who knows where else before ground breaking even takes place on the local puppy. Infrastructure work will kill them.

I thought they had already scaled down the gin mill from the proposed Chicago Spire type some anti's had predicted to a reasonable high rise of under a 100 meters.

A AB write in? What is that about? He quits and now they write him back in? Fat chance. He’s gone. Voosh. Thought his next battle would be as a private citizen?

I just look at what was left behind and am not impressed nor was I impressed by Mr. Bond's method of exit. If he had such monumental concerns stay and fight the good fight.

I would comment further on the Gang Of Four that remains but I don't wish to incur their ire. Oh I forgot - they don't read any blogs!

Oh sure, there may one day be a casino someday in M'boro, bogo....in about 2020....and will likely be the size of a 711. Patrck and DeLeo will eventuAlly win, and they haven't set their sights on M'boro. The odds are tipping more against us daily. And the tribe's unstable self-governance isn't helping the LIT process. I see it as a dream that might have been and went POOF!!!

Hal, you will always be on the outside looking in. Since you really don't seem to understand all that has transpired, I would suggest you stop trying to piece together fantastical explanations for things you really don't understand. I know it's hard with all those Middleboro friends in your ear. Rumor has it that one of them may actually be on S.G.'s payroll.

And if I were you, Hal, I'd stop jumping to wild conclusions about who is, was and wasn't "friendly" with Steve Graham. Politicians often find themselves at the same political social functions, that doesn't mean they represent the same constituencies or share the same points of view.

Being in the same room with someone at a political function doesn't make you their "friend" - having them on speed dial, however, might be considered compelling evidence of a "friendship."

Drive-by is right. We should wait and see how ALL the cards play out. Someone hasn't shown their hand - yet.

Internet Avenger is right. We haven't heard the whole story yet. And when it all comes out, some people who think they know so much are likely to find themselves wiping egg off their faces. And I suspect the ferret will be first among them. Right behind him will be that irritating bus driver.

I don't think we've heard the last word from Mr. Bond yet. I ran into him about a week ago and he looked far too confidant and relaxed for someone who some are predicting have something to worry about. I seriously doubt he's the one going down.

If you were Bond, could you continue to work with a crew like that? It's real easy to jump on the band wagon to tar and feather him for the way you think he "should've" handled things. You don't know the whole story. None of us do.....yet. As I see it, Bond's hands were tied. I don't blame him for jumping ship. It's sinking fast.

All I'm saying is keep an open mind. Wait, listen, and let's see. Rushing to premature judgement is
usually a mistake.

I'm struck by the profound irony of the situation. Bond is completely innocent. Never could, never would take a bribe from anyone for anything. Wouldn't even accept a blanket as a gift! The one person who truly never had anything but the Town's best interests in mind is the one whose been falsely acused of impropriety in a vindictive blogging campaign which has spanned nearly two years.

Where were those rumors comming from? Who was fueling the fires of anti-casino bloggers, like Mary Tufts? Poor Mary is too arrogant to see how she's been manipulated and abused by her Middleboro friends. This is all about deflection - real dirty dealers attempting to divert attention from themselves.

All I'm going to say is IF I was working for the investors, I wouldn't want a tough negotiator like Bond sitting accross the table from me. I wouldn't want some lawyer holding me to the letter of the law on every minute point in that agreement, and I DEFINITELY wouldn't want someone questioning the legality of the agreement in light of the recent indictments.

If I was on the INVESTORS side of the table (which really should not be overly confused with the TRIBE), I wouldn't want Mr. Bond in office. I would do everything in my power to get him out, including filling empty BOS seats with my real "friends." I may even hire someone to lead a local citizens group to represent my interests and keep tabs on Mr. Bond for me. If necessary, my real "plant" could use their influence to circulate false rumors and try to turn Mr. Bond's own supporters against him. Of course, that's just a hypothetical scenario.

As I understand it, Bond's been investigated fifty ways to Sunday and been completely cleared of any wrong doing. He has every reason to be confident and relaxed. As I understand it, he resigned because he felt other BOS members may have behaved improperly.

Commissioner Bud Selig had commented recently that he was considering recognizing Aaron's total as the major-league record despite the 762 hit by Bonds.

"If you did that, you'd have to go back and change all kinds of records, and the (home run) record was very important to me," Aaron told the paper. "It's probably the most hallowed record out there, as far as I'm concerned, but it's now in the hands of somebody else. It belongs to Barry.

I have no problem with the tribe. But Graham wasn't one of them. So any secret connection with Graham bears further investigation. And it is true that having him on speed dial is quite different from mingling casually at a political gathering.

I'm usually not one for conspiracy theories, but there's something rotten in Denmark. And the newest member of the BOS didn't offer a plausible explanation when she was questioned about her and her friend's connection to Graham.

Bond sold this deal the first time around. Idiots if they don't accept it. Now he wants to open it up again? If he was such a tough negotiator he should have got it right the first time.

I was disappointed that he left the BOS. He had an active voice even if he was one among five.

Things changed and new facts came to light. I think Bond helped negotiate the best deal he possibly could and he did so IN GOOD FAITH. The deal has been called one of the best casino deals any town has ever gotten by experts in the field, and is still nothing to sneeze at.

I believe Bond was as shocked as everyone else when Marshall's past and illicit dealings came to light. As I understand it, there were some grey areas in the contract that hinged on good faith efforts on the part of the tribe - such as the tribe negotiating with the State for a large share of state mitigation funds going directly to Middleboro.

In light of the indictments, it seems Bond may no longer have had the same good faith that investors would "do the right thing" by the town. I don't blame him for wanting to revisit the agreement and get some more concrete language in light of recent revelations. Why would any BOS member be fighting efforts to get as much money as possible for Middleboro? Why?

I disagree with your analysis regarding Mr. Bond. The first deal he was constantly defending it - constantly and on every board he signed onto, his radio show and public forums. Now a 180. Just does not jive. IMO he is admitting he screwed up.

Internet Avenger. I'm not a particularly astute person politically. So I can only make some obvious observations. 1. Adam is still here. He didn't pack up and leave as some predicted. So it doesn't seem likely he'd stay if he was a "plant". 2. Instead of being forthright in offering an explanation immediately to Adam's accusation that some on the board were co-opting, there was an attitude of indignation without adequate, substantive rebuttal. 3. I assume that he was the only member of the BOS who thoroughly understood the legal ramifications of the Marshall indictment, and 4. I'm always suspicious of "friends" who turn against "friends" on a dime when $$$ is involved, which I know from reading another website has been the case with at least one individual.

Am I correct in assuming that the rest of the BOS panicked and sent Adam out as a sacrificial lamb when the tribe and/or investors balked at the Whittesley deal in '07? I haven't heard Adam's take on that.

Whatever the case, I, like many other Middleboro residents are in a holding pattern regarding any judgements until this whole mess is sorted out. I suspect that will take a bit of time.

Someone posted about "the Truth" totally implicating Adam. As an impartial party, I tend to dismiss totally one-sided points of view and still expect there's more revelations to come. So, I'm keeping an open mind until I've heard everything.

I haven't always agreed with Adam on everything, but overall I think he did a good job as Chairman, and I don't buy that he's some kind of Svengali. And no way did he or his family deserve MT's personal attacks.

There is no 180, only spin by political manipulators. You need to read his public comments more closely - what he's said is very clear and on the public record. To say he did a "180" is a wild exageration and outright fallacy.

Sorry, IA, I have to disagree with you since I was one that was called an idiot at the TMFH. Bond pushed and pushed that deal and now wants out. WTF! In my world that is a complete 180. Now it is not so great? Where was he a year or so ago?
